Arthur Menzies - 03/08/2010
Arthur Menzies
November 29, 1916 – March 4, 2010

It is with great regret that we bid farewell to Arthur Menzies who died suddenly from a heart attack in Ottawa, March 4, 2010 at the age of 93. Arthur lived each day to the fullest, with an ever-present sense of humour and twinkle in his eye, a lively curiosity about people and life, an unwavering commitment to hard work and high standards, a great pride in his country, surpassed only by the love for and care of his wife and family. He was a multi-talented man: black belt in judo, tennis player, canoer, lover of nature, maple syrup maker, talented singer, raconteur extraordinaire, and an exemplary Ambassador for Canada both before and after retirement. Arthur Menzies was born of missionary parents (Dr. James Mellon Menzies and Annie Sedgwick Menzies) in China and continued a lifelong interest in and commitment to Canadian-Asian relationships. He withdrew from his doctoral studies in Far Eastern History and Chinese at Harvard and joined the Department of External Affairs in 1940. In 1945-46, he helped open the first Canadian embassy in Havana and after returning to Canada became Head of the Far Eastern and Americas division of External. In 1950 he was appointed head of the Canadian Liaison Mission to Japan. He served as High Commissioner to Malaya 1958-61 and Ambassador to Burma 1959-61. From 1961-65 he was head of Defence Liaison (1) Division, dealing with political aspects of defence. From 1965-72 he served as High Commissioner to Australia and 1970-72, also to Fiji. From 1972-76 he was Ambassador to NATO. In an appropriate full life circle Arthur became Ambassador to China in 1976–80 and concurrently was Ambassador to Vietnam 1976-79. His final appointment before retiring in 1982 was as the first Canadian Ambassador for Disarmament. As recognition of his work both as a career diplomat and in fostering good relations between Canada and Asia, he received the Order of Canada in 2001. Arthur always said that it was his wise decision to ask Sheila Skelton to be his wife and his good luck that she said 'yes' that allowed him to have such a happy life and productive career. This was emphasized in his recently published book "Australia and the South Pacific Letters Home 1965-1972, Sheila and Arthur Menzies, Canadian High Commissioner" (Penumbra Press 2009). Arthur nursed and cared for Sheila in her later years until her death from Alzheimer's in 1998. In spite of his sad loss, he was able to rebound and spent the last number of years continuing to be productive. He devoted considerable energy to bringing together the letters, diaries and documentation to enable historians to write about his archaeologist /missionary father’s work classifying and chronicling ancient Chinese oracle bones, and his wife Sheila’s parents, Oscar and Isabel Skelton’s distinguished contributions to forming Canada as a nation. Active to the end he continued to write his memoirs, support international relations and spend many happy times with his loving family and friends. He will be sadly missed by his son Kenneth Menzies (Ann Stallman & step grand daughter Kirsten Stallman), daughter Norah Menzies (Ed Langevin), niece Alexandra Skelton (Brian Bentley), nephew Jim Hummel (Marion and great niece Heather, and great nephew David), nephew Gordon Newcombe (Wilma Doiron) and niece Patricia Butler (Chris and great niece Beverley). Predeceased by his sisters, Marion Hummel and Frances Newcombe. A Funeral Service will be held at MacKay United Church, 39 Dufferin Rd. (corner of Mackay), Ottawa, Friday March 12 at 2 pm. Reception to follow at the church. In lieu of flowers, please consider making a donation to Children of Bukati www.childrenofbukati.com
